The Top 51 Rule is one of the NFL's most important cap management mechanisms, and it creates a strategic window that savvy front offices exploit every offseason. From the end of the previous league year through the start of the regular season, only the 51 largest cap charges on a team's roster count toward the salary cap. This means the remaining roster spots (teams can carry up to 90 players during the offseason and preseason) are essentially "free" from a cap perspective.
This rule exists because NFL rosters fluctuate dramatically during the offseason. Teams sign undrafted free agents, bring in tryout players, and carry extra bodies through training camp and preseason. If all 90 players counted against the cap, teams would have almost no room to operate.
