Scouting Report
Josh Hoover is a redshirt senior quarterback who spent three seasons as TCU's starter before transferring to Indiana for the 2026 season, where he takes over a program coming off a national championship and Heisman Trophy winner Fernando Mendoza. At 6'2" and 200 pounds, Hoover lacks the traditional size NFL teams covet at the position, but he is widely regarded as one of the better processors in the 2027 draft class. Sports Talk with Sam Teets called him "one of the best processors at his position," and NFLDraftBuzz echoed that assessment, noting his rapid pre- and post-snap processing as his standout trait. He works through the full field quickly, snapping his hips and shoulders to new targets with minimal delay and leaving little time for defensive backs to close throwing windows. His eyes and hips move simultaneously when transitioning between reads, a level of football IQ rarely seen at the college level. Hoover climbs the pocket naturally against outside pressure and delivers throws under duress by adjusting his arm angles and release points, and he will absorb a hit to put the ball on target. His touch on layered throws between levels of the defense is impressive, and he places fade routes along the boundary with consistency. The concerns center on his physical profile and mechanical inconsistencies: his throwing motion has a loop that causes some passes to float high, his cross-body follow-through contributes to stretches of inaccuracy, and he has a tendency to overstride. Arm strength and velocity are inconsistent, particularly on intermediate out routes and comebacks where the ball needs to arrive with zip. He is not a rushing threat, posting negative career rushing production, and defensive coordinators will test whether he can beat them when structure breaks down. His turnover issues have followed him throughout his career, with 33 interceptions across three seasons. NFLMockDraftDatabase ranks him as a consensus No. 115 prospect with a projected fourth-ro

- overstriding and inconsistent base lead to off-platform inaccuracy
- inconsistent velocity throughout games

NFL Comparison
Clayton Tune (59% historical similarity per MDDB; similarly productive college processor with physical limitations and West Coast scheme fit); Jacoby Brissett (50% historical similarity per MDDB; reliable pocket passer capable of executing a structured offense without elite tools); Jared Goff (noted by NFLMockDraftDatabase for shared pocket passer style, quick decision-making, and enough mobility to evade pressure)
