STM Take

2021 Pro Bowl plus 2024 tier 3 (#22) STTM finish as a Valdosta State Division II UDFA puts Moore in the rarest outlier-positive journeyman CB class. The 39-spot regression from tier 3 (#22) in 2024 to tier 8 (#61) in 2025 flags either injury, scheme shift, or one-year context spike. The 2026 question is whether Moore returns to tier 5-6 territory or whether the structural late-career decline closes the chapter.

Moore came out of Valdosta State (Division II) as a 2017 undrafted free agent signed by the New England Patriots and has anchored the Indianapolis Colts' nickel CB role for eight seasons. He made the 2021 Pro Bowl. His STTM career runs tier 5 (#36) in 2021, tier 8 (#64) in 2022, tier 4 (#26) in 2023, tier 3 (#22) in 2024, and tier 8 (#61) collapse in 2025.

Strengths

  • 2021 Pro Bowl plus 2024 tier 3 (#22) STTM finish as a Valdosta State Division II 2017 UDFA puts him in the rarest outlier-positive class.
  • Nine years of NFL survival as a Division II UDFA establishes the all-time-great late-bloomer CB résumé.

Concerns

  • 39-spot regression from tier 3 (#22) in 2024 to tier 8 (#61) in 2025 flags either injury, scheme shift, or one-year context spike.
  • Age 30 plus nine years of nickel CB wear puts the late-career structural decline question on every 2026 projection.

What to watch: Whether Moore returns to tier 5 or better in 2026 with the Colts, the threshold for confirming the late-prime ceiling holds.
