Tier 8 (#109) in 2023 to tier 2 (#13) in 2025 in two years is one of the strongest mid-career rebound arcs at the guard position. The Penn State technical foundation plus the Buffalo offensive line stability appears to be the structural unlock. The 2026 question is whether McGovern holds tier 3 or better as he closes his prime, or whether the 2025 tier 2 finish was a one-year peak tied to specific Bills line health.

McGovern came out of Penn State as the Dallas Cowboys' 3rd-round pick (90th overall) in 2019 after winning the 2018 Rimington Trophy semifinalist nod. He started for Dallas at guard for four seasons, then signed with the Buffalo Bills in 2023 free agency to play guard next to Dion Dawkins.
