The Penn State technical foundation plus the Buffalo offensive line stability appears to be the structural unlock. McGovern came out of Penn State as the Dallas Cowboys' 3rd-round pick (90th overall) in 2019 after winning the 2018 Rimington Trophy semifinalist nod.
